Once the SP spent value is updated to 0 then freeze it (check the box) then go in each soldier you have and unlock all the skills you want (you need to have enough gained points to unlock them of course), once finished then unfreeze the value and you are good to go.
Obviously make a copy of your save before doing that in case something broke, and don't keep the value checked/froze when you are not using the cheat or the game will crash.

I've got to report also that the points aren't updating. I haven't spotted any reason why it shouldn't though as the game hasn't updated. Which is downright weird
This works for me. Sometimes it's a bit wonky. If it doesn't get the value and shows ???, I save and reload that save and usually it works after that. It's tricky.
