No one really knows... Somewhere on this thread are posts with some info, but everyone is just using the "trial & error" method until we see a working result.

Don't need to know, (from a just using the Table perspective).
Easiest method is grab any 100% Grounded save (Nexus Mods has one), then start with a Custom Difficulty, and use Accessibility settings to start NG+ with all weapons already active (default NG+ is to disable them all again).
The accessibility settings are that good in TLOUP1, that there's little need to use a cheat table in this game.

Yeah - I forgot about that. I already completed the game on NG and NG+. Haven't gone back to play because I had others I wanted to play.
Hey, not sure if anyone posted this but I found a proper fix for the flamethrower/cutscene crash. In the dev menu (F1) go to player, weapon related and then drop weapons you don't need or want. This gets your inventory count down and now you can pick up the flamethrower again and cutscenes shouldn't crash either.
