Facilities-Stadium I found it, but I could not change stadium

How to use this cheat table?

1. Install Cheat Engine
2. Double-click the .CT file in order to open it.
3. Click the PC icon in Cheat Engine in order to select the game process.
4. Keep the list.
5. Activate the trainer options by checking boxes or setting values from 0 to 1

You need to select the person profile and some time until a window appear to change the city.

Select you profile first, go to Person -> Manager Data -> Extra Staff.

How can I deactivate freezed attributes ?

Open Freeze Attributes script (press Enter), change freezePersonAttributes(true) to freezePersonAttributes(false) then use it on the player.

You can try the update 14.1. It's made for 23.2.0, go to first page to download.

Now they are in 6th league, and I would like to move it to 4th

I tried what you said. Yes - clubs can be moved, but there is a nuance. If division is inactive, then script does't understand whether my team has finished the season or not (Target teams that participated in a division must be at the end of the season, with no any games left - false).
I tested it on my team, checked it on other teams from inactive division, always one result - false.
The season is 100% over, there are no matches, from May 30 to June 19, I checked every day, it is always false (draw for new season starts on June 20).
But at the same time, any team from the playable division is suitable for this replacement, the script sees that its season is definitely over and there are no more matches. Just for testing, I moved a few teams from 1st division to 4th, but I could not move from 6th to 4th.
Used table 23.2.0 upd 14.1 and upd 6

I did set the value to 30, however, in-game, I'm still limited to 25 scouts.

I mean version 23.2.0. Previous table version of 14.1 works well but update 16 have new functionality added so I wonder if it will perhaps be updated to 16.1. If there is no update for it, all is well
