I think what he means is Permit Points and I believe he's asking is how do you turn it on. I, myself, can't even turn it on. I click the box and nothing happens. I also changed the number to 3500 and nothing happens.
So when you first open up the table, the original amount of Permit Points works, but you have to gain permit points first for it to work. The ONLY problem is with the amount it's set to, if you gain any sort of permit points the permit points sound will not stop. I'll test what happens if you turn it on and THEN change the number of permit points because at this point if you change the number before you turn it on, it won't turn on.

Okay, so, turning it on and then changing the points doesn't work. BUT, it does allow you to turn it off and on again. Then it'll work for the desired amount. The default amount in there is too much for the game to recognize so the permit points sound just plays on a loop.
After you activate it, you need to change the permit points by buying or getting permit points first.
And if you change the point in the script, you have to turn it off and on again, so that the number you change is readable. Example: if the script is already active and you change the initial number to 10000, and you change it to 99999, you need to disable and turn on the script again.
