How to use this cheat table?
Install Cheat Engine
Double-click the .CT file in order to open it.
Click the PC icon in Cheat Engine in order to select the game process.
Keep the list.
Activate the trainer options by checking boxes or setting values from 0 to 1

It seems that I am unable to buy more than 1 Perfect enchantment, first time I did add it, I bought it then it turned grey, closing out and returning to the shop made it disappear, trying to put it a few more times in the lua code and it doesn't do anything, any ideas?

I think there is a checksum or something in place where if it finds it in your inventory, then it should not be sellable anymore.
I think with Gear-related items, you shouldn't add more than one, as the game is designed that way.

Would it work if I'd restart the game?
You might be able to add them to the shop or your inventory... but you are likely to run into the same issue.
Enchantments are meant to be unique. Only the generic/generated ones can be added in repeatedly - though I would only do this via the shop.
U first attach the god of war process then u press the god of war button then u press initialize then the "Toggle Console UDF", and u put there any LUA command from the excel file
Ah. Then follow @MisteryYy 's response.
Load the game and CE table. Select the process (Little pc icon, top left) in CE. Then click initialise.
Note: It is best to wait until you are loaded into the game, before doing anything else.
