If you set the enemy resources and cap to 0, they will be completely shutdown and will not be able to fire any of their heavy weaponry. However, take heed that one of the missions require you to deflect laser back at the enemy. If you shut them down like this, you cannot get that optional objective. Otherwise, this will provide an easy win for campaign missions!
