like there's some in there still that I know are only on specific boss relics the game gives you with static skills like "7000090:Increased Maximum HP" and "7000190:Increased Maximum FP" which I'd recommend not using.
also some that just aren't implemented yet like "Physical Attack Up +3", or who knows if they will be in the future.
Besides boss relics, there's specific memory/quest ones you can receive as well.

The Item drop weights are inside the regulation bin. If that's touched, the game will flag you as invalid data and you won't be able to go online with it.
I had tested this already and is probably the best method, modify the relic tables in regulation.bin with smithbox, spam buy a bunch of gems from bazaar, get what you want, then delete regulation bin and all the modified files + verify integrity.

I was able to go online with my save and never got flagged or anything since all the generated gems were still considered "legal" (I simply increased the weights of skills I wanted in the tables).

Reading things over, this is probably the most legit way to spawn GOOD Relics... I'm looking at the data in Smithbox and there's a GENUINE discernment in what CAN and CANNOT go on a Relic of delicate to grand.
I just tried to change all the rolls on AttachEffectTableParam to only drop GOOD Guardian effects on relics (0 Roll Weight on everything but) and a bunch of delicates are coming up invalid/blank in certain spots. Gonna tweak and let you know what I come up with, but there definitely is some sort of ruling on how a relic is built.
is what i tested here yeah, some combinations seem to be invalid when you try to add more than one type of skill, (increased dagger damage + magic damage up +2 for example). So instead of adding them, the game defaults to blank skill in that spot.

I'm unsure but I want to say that the limit is things like
+1 character skill modifier
+1 damage modifier
+? utility modifier (things like art cooldown reduction +3)
+inf stat bonuses
something like that, idk, not sure yet. Stats can fill all 3 slots and be fine, like +3 vigor/dex/str.
Character skills, damage bonuses, etc, seem to be limited to 1 per gem type category. (you can have 1 of each per gem, but not like +2 damage modifiers for example).
I really want to see if there's something somewhere in smithbox that will tell us the rules of what can and can't roll together.

if you read tables 100, 200, and 300 (these are the relic tables available for the bazzar relic rolling).
All of the typical relic skills are available on all types of gems, there isn't really any locked to a specific color, whoever was saying that earlier is just spreading misinformation (fextra also spread that misinformation).
