Cfemen's table has a "Set Resource" option.
You can just select "Arrows" in the dropdown, and SET the value to whatever you want.

Remember, as Cfemen mentioned in his post, this is SET, not ADD.

How to use this cheat table?
  1. Install Cheat Engine
  2. Double-click the .CT file in order to open it.
  3. Click the PC icon in Cheat Engine in order to select the game process.
  4. Keep the list.
  5. Activate the trainer options by checking boxes or setting values from 0 to 1

Hi, could you please advise if it's possible to replace properties of one armor with another or add/enable them while not wearing it's armor

Depends on the effects, but Destinate's table (linked in cfemen's post), should have most of the effects in the [Stats] section.
Should be able to set it there.

Note - for anything with a percentage, make sure the value isn't too high. It's in decimals ranging from 0 - 1. But can go higher.
In my experience, 2 is a safe-ish bet for some of the options, like range.

Resource id means I only need to write the name of that resource right and the value like how much I want?

does anyone know why my armor or charms don't save after using temporary unlock? Is it just for looks or do they actually stay in your inventory all game long?

Is there any way to unlock just ONE specific 'item'? I just really want the Seasons of War skin of the Samurai Clan armor. In this case, that would be the hash BC67A4BF2D50665C:cosmetic_chest_samurai_3. The problem is it's locked as I haven't completed the related tale for it yet. And I'd rather NOT unlock everything with the Temporary Unlock Gear + Dev Stuff. And while it says "Temporary", some stuff like the Ghost Mask and some Sarugami items remain even after you reload the game with the option unchecked.

It appears to be the work of the ancient marlocks they occasionally do that. If you give it a firm click, it should become permanent.

There was a time when we would say "learn how to use Cheat Engine tables". Ah.. that time is back.. now. Learn how to use CE and stop acting like complete noobs. If there's no table, you complain. If there's a table, you complain you don't know how to use it, even though you're given instructions. If some option works fully, you complain you only want 1/10 to be granted, not all, cuz you wanna unlock the rest legit. And many other shitz like "I wanna rename my horse". Spoiler alert: it dies. So fucking gimme a break already, you sound like challenged people with trivial problems T_T... "You" == plural.

dude u only need to copy the code, and then right click to paste it on the white area at the bottom of the cheat engine. it is really that simple
