Never worked. PC version doesn't have the relevant assets in the files so you could never start the quest. Best hope was that somebody extracted them from the PS4 version and made a mod, but that never happened. We'll probably have to wait until February when the exclusivity period ends.

So, what's the current step-by-step list of things to do in order to unlock as much content as possible? I own a legit copy of the game if that makes any difference.

No, but it's due out next month so not too much longer

If this were an UE5 game, we wouldn't be seeing this many "modders"...

Tried a lot of things by modding PhoenixShipData.sqlite but no success after latest update. Using CreamAPI and a custom mod like the one in first post the content is showed as "unavailable" in additional content. Setting the DLC Store_02_All_Vchr as purchasable in ProductID table only removes the "unavailable" label but the content itself (Kelpie Robes) still unavailable during gameplay. Devs "messed up" around

can you pls update the pak file?
i mean...the mod itself works, but i cant add this to the modmerger because the mod is outdated

It works perfectly for me I just tried now, I just did a check of the complete file before installation. Only the quest which does not appear but a priori it is a normal non-existent car but the rest is ok.
