I'm not a table maker at all but I was able to do 4 byte searches to find that the max water value at base level is 3000 and it increases by 1000 for every level increase to a max of 6000. Every time you boot the game you'll have to find the water value again but freezing it at max carries over from level to level in a single play session. Also I was able to find the XP value as a 4 byte value and just boosted it to 30000 which is way way way more than enough to get every skill maxed out in the skill trees.
