Unless it's a unity game, no - unless the developers built in a debug option to unlock then all.

Just wanted to update that there is a developer/debug menu.... Also this is indeed a Unity game as it shows it in the splash screen when launching the game. Here is the info below copied from a blog on Trueachievements

Hey all.
Wanna get thos out there before you continue to call me a cheater etc.

On Win10 of Desperados 3 you can use cheats. These block ahievements.

However, if you go to the options screen and type "thisisnotsupported" you will be allowed to use all the cheats and still unlock all the achievemements. The game becomes a cake walk now.

HOWEVER.

After I found out about that I told Weffalump about it, who then went and found you can do the same thing on the Xbox One version.

Just plug a USB Keyboard in, go to Options and type "thisisnotsupported".
The dev menu will appear.

So blame me for finding this windows stack stuff.

The shortcuts for the Windows Version are
(Hover cursor over team mate)
END - Immortal
PageDown - Invisible

Hover cursor anywhere and press F10 to teleport there
Hover cursor over enemy and press DELETE to kill them

The shortcuts for the Xbox version are
Enable Immortality: RB + Left
Disable Immortality: RB + Right
Enable Invisibility: RB + Down
Disable Invisibility: RB + Up
Teleport to cursor: Left + RB
Kills the Target under the cursor: Left + LT

Developer mode (Desperados 3)
To enable developer mode appends to the label:
........\Desperados III\Desperados III.exe -thisisnotsupported

Keys to the game:
Insert+1,2,3,4,5,6,7,8,9,0 - to call/to summon a character
1-5 - player characters, 6-arrows 7-guard in a poncho, 8-coat, 9-watchdog, 0-civil
Page Up - toggle visibility for the selected character
Page Down - turn on invisibility for the selected character
Home - a mortal chosen character
End - immortal selected character
F10 - teleport selected character to cursor
Delete - kill the character under the cursor
