That's probably exactly it. Since it's signing into X-box Live (even for the single-player portion) they need to shut off that functionality (including the achievements) to protect the integrity.

Might be able to mod the game to do the Steam achievements only, but that then requires you to do two times the work with reunlocking on X-box Live (if you care about that)

Well you know, I posted a work around on page 3, that allows you to get both steam achievements and xbox live achievements (and you end up on the leaderboards as well) that still works and will always work unless 343i changes how the checkpoint system works.

More likely to get mods doing that as time goes on

I used ajip2's table as a base and added

-Damage Multiplier (can be easily edited)
-1 Hit Kill (2 hits if shielded)
-No Shield Recharge Delay
-No Health Recharge Delay
-Shield Recharge Delay Modifier (can be easily edited)
-Health Recharge Delay Modifier (can be easily edited)
-Values (currently only includes the shield and health recharge delays)

Future coders may like that I was able to use the existing Inf Health & Shield as a flag for more direct health/shield manipulation. Also made an activator for more versatile coding.

(Fix) So it seems the Delay Modifiers don't work so well, I've now added a fix for that mess.

Thanks a lot, Dread. Works great, but the shield recharge delay modifier don't work well, it makes your shield go to 0 when you get hit, not entirely sure why.
