This is how I use cheat engine to modify stats, though this is tedious to do for all agents.
You cannot just change the address of a stat once you find it, as the stat change only responds when you incremently add a skill point. (eg. changing agility from 1 to 100 will not give you the benefits of: each agility adds 2 ap)
First of all, for some quirky reason, whenever you respec an pre-made agent stats, whatever they were previously coded to specialize in, you cannot reduce (-) it below what their prior specialization was. For example, a random unit in campaign (eg. Huntress) was specialized in Small Arm (max 5), when you respec her, you can only add points to this stat to 5 (+), never remove(-), while her other stats you can freely change from 1-5.
Some units have a minimum of 4, others 3, etc.
So here is the stats cheat. In 4 byte, max out one stat to 5, I used agility here for more AP. Then keep increasing and decreasing until you find the two 4 byte values (one is a value that is persistent among all agility, the other for the specific unit). Freeze them and remove as many skill points as you want (I did it until I have 50 skill points).
AP has a minimum (35 ap + 2*agility), so everytime you took a skill point from agility, it reduces it to 35 min. But you can infinitely add back to agility while the 4 byte is frozen. So while agility is frozen at 3 points, add back the 50 or whatever you choose. I got my main squad up to 200 ap each. Then unfreeze agility to max it out to 5 to get the benifits.
If you want to play the game fair, but have some cheesy cheats in it, you can modify Bioengineer, this has an infinite ceiling (like agility and AP) how much status effects and heals you can % apply. Also Large Guns has an infinite ceiling on crit chance & dmg.
I mentioned earlier that certain units have a minimum skill floor, its easier to do this cheat if you can modify the unit's agility back down to 1 or 0 to reduce the amount of clicking, as long as there is always 2 point gap between the floor (to take skill points) and ceiling (to add back).

Available skill points are 4 byte counting up. 32/32 skill points available. Spend 4, run a 4 byte search for 4, spend 2, run, etc until you find the value. Reset to 0. This will avoid searching for individual stats. However, I am looking for the ability to select all Primary or Secondary skills if anyone knows that.

Diplomacy, relationship value is in Float (0.65) values = 65% Approval. There seem to be two values, one for display and one for stats. Took awhile to find this one.

Squad points are a 4 point value, and can be found by searching for the amount spent (not the amount remaining.)
For example buy a medkit worth 3000 points, then search for 3000, buy another search for 6000 etc.
Once you find the value simply lock it at 1 and you'll have infinite squad points to spend as you wish.

Cant seem to get the method for modifying stats to work, however you find the AP the same way you find skill points. Its not consistent between gaming sessions, but getting infinite AP for your main troop is done in a few minutes
