Base pointer where a ROM loads

Today I was playing VBA (yeah, I know VBA has a memory search and everything) and I was wondering if it's possible to use cheat engine to "translate" the actual cheats...

I know that most cheats write something in the WRAM of the GBA somethin along the lines of a value writes 0x270F to 0x20066D0.. so on..

My question is if it's possible to find the value where 0x200000000 loads within the VBA.exe and just add the code.
