HELP US WITH NPC

How can I provide scripts or others to read NPC level 9 to be read by level 1 is there a solution to solve my question? How to give access to it if I use level 9 NPC ID for level 1 the game will stuck on loading but there is no problem with the character ID for each level where the character is loaded on the level itself

Tenchu 3 on pcsx2, i want to access enemy to play as Tenrai or Tatsumaru in Echigoya (stage 1) Rikimaru mission but only work for each level where the character is loaded on the level itself.
