ignore $ - you can buy/upgrade anything with zero $. - $ still drop until it reaches zero when you use it. - DOESN'T affect "Refill", you can't Refill ammo without enough $. (probably just need to flip another flag, as the concept is just the same, feel free to trace the flag-flipping code yourself...
