Please consider adding new feature:
Tag all enemies. Pressing keybind would tag every (rendered/in Xmeters range) enemy.
or
Increased rebel scout range.

For a good measure i started NG+ thru the menu for the sake of testing.
Sadly even if its working as you described its not boosting stats noticeably.
Ghost level 14100, coils randomizing in the same ranges as before.

Of course i hacked levels as soon as im started. And since then have no info about any ghost levels. Either i broke something or they indeed NG+ material.
