Pretty sure tech points for online are stored server side. You can try to edit them yourself. Finding and editing a single value with CE isn't super hard.

This table is awesome. I was wondering if it was possible to make it so we can switch our weapons and gadgets while in combat or in a hostile area. Thank you for doing this, it makes the game a lot more fun.
