I found the table on a Russian site, it works perfectly. All credits to Recifense. I have removed the download link because I don't know how appropriate it is to share it, as it seems Recifense himself has not posted it.

I decided to pledge to his Patreon, the 1.11.7 update is there, I decided to comment and ask if he planned to upload the tables here too. Anything on this? He didn't comment on that question. When the latest version came out he just said that he will update it. And he did. Yet he only released it o...

Looking at how the hearts of iron table was no longer updated outside his Patreon, there might be a chance that Recifense is now only uploading/updating his tables over there. Hopefully not, just letting you guys know about the chance.

Can confirm, on Patreon the table is fully updated and working with the latest version of Hoi 4

No, it doesn't and it never will. Cheat Engine is a single-player tool

Ok, is it just me or the Quick Building of Megastructures is randomly (90% of the time) not working? I think I had this issue for countless updates, the latest one included
