I have been unable to get the set bonus max or 1 jewel for max scripts to activate, has anyone else been successful?

What is the criteria for the "1 Jewel Maxes Skill Level" script, i cant get it or the "Maxed Set Bonus" script to activate. I read the Table Extras, but couldnt get the script to activate while hovering over anything.
