I think best way to cheat on the missions is to edit max tonnage and max money. Both are easy to find with float search (IME the bottom value is the correct one. Change some component to make game redraw the values). AI doesn't get benefits from this, so it is much safer than freezing current tonnag...

Scenario files passwords seem to be "GarfieldJonesCat" too (Thanks makotech222), so editing that might be possible too.
Edit. Replacing the file in the archive with itself seems to cause crash because the algorithm used is bit different from the original...

Some notes:
1. Scripts stop working on scenario change, so restart game and the script to get it back to working.
2. I had crash and couple freezes, but am not sure if that is because of the scripts or just the game being old.

Other Lifestyle points can be found with +10 offset from the first one, but it seems that those only exist if that character has at least some experience in that Lifestyle.

Best file to edit might be C:\Program Files (x86)\Steam\steamapps\common\Unity of Command 2\_packages\base\config\game.yml where you can edit turn limits by difficulty, extra trucks, prestige at the start of the campaign etc.

The files are very moddable indeed. I have modified "Unity of Command 2\_packages\base\data\campaigns\west.usc\scenarios\x" main.yml to add extra assets, and the game doesn't even need restart in between (restart of the mission is enough).
