just enable unrandomizer and go steal/scrutinize. Don't forget to disable before going for random encounter since you'll always get the same set of monsters and Cait with attack first.

just enable unrandomizer while Scrutinize and steal and disabled after or in combat.

Could anyone do always Allure, Steal, Scrutinize script? the unrandomizer seems to get those to works but it also affect random encounters and some mechanic in battle, like, critical, min-max damage and initial unit order.

I have few code back while i was playing it with unrandomizer. i don't know anything about the reversing/assembly but it works so i'll just leave this for someone to use or make it better.
