FearLess Cheat Engine

Windows defender stopped this as a virus that installs ads on your computer which you will not be able to control. Why has an "administrator" allowed this to remain?

Can someone please help me with using this? I downloaded the Inventory_v1.1.3.rar but I have absolutely no idea how to use it. How do I acquire the items with the Hash ID? Any help would be greatly appreciated.
