Does anyone have any idea how Research/Construction/Unit Production work? I've tried searching for even the values but can't find anything. Ships take so long to build!

When I try the table, the fast construction and recruit are inconsistent. I will have to shut down and restart the game, and sometimes it starts working. It doesn't seem to matter if I run the game for a while or go into every screen, sometimes it works and sometimes it doesn't. Any ideas on what I ...
