Would it be possible to add skill progression hacks?

Would anyone know the file responsible for skills progression (E.G. Cardio, Wits etc)? Can that be added as well into the cheat tables?

Would it be feasible to also add max skills into the cheat table? It would be awesome to start with boosted survivors.
