I would post a link to one of the sites where I have gotten these modded apk's but im not sure if posting links is allowed. But you can look it up. its platinmods (It is a VIP mod over there)
EDIT : I would also like to add I used the mod apk and I have never been banned for its use.

Ok, So this should be possible to cheat at least a little bit. You may not be aware this is also a Mobile game and it had been for years. It has had modded apk's that provide damage value cheats as well as no skill cool down. I dont pretend to understand the process of porting the game over to steam...
