FearLess Cheat Engine

there is a chance to blow your opponent's head off, if anyone knows how to cheat this value to be 100% I would love to know what to do.
btw, it looks like the always hit chance and high damage from the cheat menu also work with the enemy, so it's a double-edged sword.

Did someone managed to use and understand each features of the Dev Menu ? I tried many of them but i don't see any change in the game and wonder what they do ? Like "Parts Costs (toggle)" and "Med Costs (toggle)", it doesn't tell when they are activated or not, and i haven't seen any change in the ...

Max player level is still 100 but with glyph of despair you can add +1 affix to item and this can increased req level to 102

It's known issue that "Equip Items of Any Level" doesn't work with 102 lvl item?
