So I found that if you use duducasarotto's supplied ini and Cream_API with Koalageddon v2 together there is no interference. You could try both together and see if you get the Dark Arts Pack.

I used Koalageddon v2 and disabled all of the known DLC codes (1880830 - 1880843). I own the Digital Deluxe Edition but I no longer had the Dark Arts Garrison Hat or the Onyx Hippogriff Mount.
