I don't know how to make a proper table with pointers and such, but if anyone is curious about the reputation values, it seems that 0 is suspicious, 1-6 is nice and 7+ is friendly. No idea if negative values are valid and I don't know if there's a maximum value, highest I've seen so far is 9.

For example, your table has Vaan starting at 0217F2DF, if you move it to 0217F2Dc and do the same for other license rows it seems to match with the matrix that was talked about earlier.
