yeah unfortunately a 100% Steal and Capture would need some sort of a Bypass as there are just some enemies you cant Steal from and Certain ones you cant capture which is how its supposed to be. It should be noted that Characters DO Have a stat limitation even when you use the bypass HP has the highest cap which can be modified over the 100m mark into the 1Billion area or so But all other stats if you make them too high will revert to their max amount when you save and restart the game. I'm not sure if this has been asked before, But Could some of the problems happening with the all item codes and such and Quests have to do with an amount limit? Like one normally wouldn't have EVERY single piece of whatever, so maybe theres a hard cap to the amount of items you can hold at a time? ...
