"balance" determines the following things:
name of the iterm
rarity, as in the color of the tooltip
score
There's some scaling modifier depending on rarity, so if you have a gun making it very rare will simply boost its damage a bit

These things will be obsolete as soon as SunBeam releases the debug console enabler, but I couldn't wait for that... I find the game series to be unplayable without infinite movement, and that's the only cheat I use. Without infinite movement you need many many small armies that also have to be just the right size to defend your territory, but even if you do that, the AI won't attack unless it's sure it can win so...
