Try the reinstall route and never login to any of your old Xbox live accounts while playing FH4. Create new live account. Ok I got it working again. So here's the tldr version: If you have IPSEC 0x00000000 you are banned from their server, it's likely a HW ban. To "fix" it, you can't.
