Does your enforcer script make new equipment drops have effect with 0%?

ps again you don't need the enforcer script for that, you can use Arikado's Equipement Editor

how about "special effect strength enforcer" needed work with "Remove Special Effect Max Constraints" together?
The "special effect strength enforcer" will enable "Remove Special Effect Max Constraints ( works for loading / continue )"
automatically if it's not on... as long as it's called the same as above in the table.

The Remove Constraints you will always need when going below or above game constraints.
Without it you can edit stats in the ediitor and/or use the enforcer and it will seems ok in screens....
but instead of for example 30% ki damage for "0000CE11:Active Skill Ki Damage {20.0%}" still the max 20% will be used for player stat calculations
With the Remove contraints enabled you can go to 150% or above ... or 1200+ Luck
And prolly the answer you where looking for:

but how to make them standalone? like 1 main script + 2 enabler.
other question, when "Set item quantity" is on, that "Special Effect Strength Enforcer" CAN'T be enable.
If enable "Special Effect Strength Enforcer" first, that "Set item quantity" can working together.

Absolutely no need to apologize
we are all here to share ideas/knowledge.
It is possible to make them standalone but then again, there will be still need to disable 1 (automatically) instead of enabling it
or i do need to modify the hook "<< Check the box." > "For Coders:" > " Nioh 2 – The Complete Edition" > "MainScript"
to still maintain this table as user friendly...
This should be the common way for this kind of hook... run it always, make it user friendly at top levels....
But it's not something i would prefer because of course i didn't code that hook in the first place and also i'm not a fan about the extra maintenance it would maybe cause me.
