This cheat table has a bunch of goodies - you can edit any civilization (so long as you can click on one of their planets), edit the planets themselves, edit ships and ship types, disable the 15 parsec sensor range limit, dodge the 5 parsec speed limit if it pops up, and so much more.

There's a "Master Enable" that needs to be turned on if you want to edit a planet's population or the civilization that owns said planet.
