For some reason quick production only works in skirmish.

So it is the "No Unit Cap Used" feature. It only works during land or space battles. Hello Recifense! Quick check, does this work with mods? I can't seem to get it to work with the mods on the Steam Workshop

There is aleady a feature for Quick production/Construction.
I will see what I can do for unlimited Units (at strategic system).
