Someone requested all items for Final Fantasy IV After Years. The closest thing I can come up with quickly is Inventory Editor. I believe Shinkansen has a table that might do many things, but I haven't looked at it. I did grab the Item ID's that Shinkansen came up with, so thanks to him for those.
Anyway, this is the best I could do in small amount of time.
EDIT1:
Fixed issues with Enable. You have to view Items at least once for it to work now.
EDIT2:
I figured out an Have All Items script that doesn't give you items that are invalid. I'm not sure what having all the key items will do to the game, but it's an All Items code anyway. You have to view your items in game once and then you can enable the Have All Items script and recheck your items. Enjoy!
EDIT 2.1:
Fixed another bug with Have All Items and it works for me even after reboot.
EDIT 3:
I merged my Have All Items into Cielos table for this game by request.
How to use this cheat table?
Install Cheat Engine
Double-click the .CT file in order to open it.
Click the PC icon in Cheat Engine in order to select the game process.
Keep the list.
Activate the trainer options by checking boxes or setting values from 0 to 1
Hmm....I'm not sure because it works for me. You have to attach to FF4A.exe. I am using Final Fantasy IV The After Years from Steam. Did you try loading or starting a new game, first?
the enable thing works now but the have all items script does not work at all
Yes, Inventory Editing is the best I can do right now. I'm not sure what Shinkansen's table can currently do. When I try to do all items, it crashes the game, so it might not be possible to have all items. You can edit certain items into your inventory though and that should do.

I figured something out for Have All Items that is working for me. Enjoy! I'm not sure what having the key items will do to the game. It might mess it up.
