Here is a Cheat Engine table for Victory at Sea.
It's using aobscan, so it may work with more versions, tested with v1.0.


Option:
Instant reload for selected ship


NOTES:
You can activate the cheat only after you have selected a ship. Then all guns should reload instantly, but only for the currently selected ship.

I will not make more options or updates on request.

I didn't play much so far, only fooled around in custom battles.
