If someone is still playing Emergency 4, here are some cheats for it.

So the table is for Emergency 4 v1.3f - en (I guess this is the Deluxe version).

The table contains these options:

Unlimited Money (buy/order something and You will have lots of money).
Unlimited Health for person, injured person and vehicles

NOTES:
The "Unlimited health" will freeze the vehicle/person HP to max. This means that injured person are always ready for transportation and of course they never die. It also means that vehicles and other objects will not blow up, thus the firefighting will be way much easier.
Explosions and other serious damages will still make any person injured, but You can take Your time to save them.

I did not mess to freeze the mission timer, because many scripted events are happening in a particular time and this would cripple the mission gameplay.

Many folks are still playing this game as it is undisputedly the best rescue game out there. As it was requested, I have updated the trainer to support more versions. Here is the table for it if someone would need it.

Your table also works for 911 first response latest version, gives you unlimited funds, unlimited health for the car, people and the injured. Issue is with the injured people code. if you have the script enabled. MIssions can last forever if you dont see all the injured people. This table is by far the best one. So i usually play with the injured script turned off. Thank you for this table.
