No one knows. But the table was updated with the release of patch 2.1 in September

he has a table for 2.3 locked behind his pateron. To directly quote from his pateron "Although I will continue sharing my tables for free, my Patrons could have them signed (contact me)" funny how quickly that got thrown out the window. I am sure some one will leak it eventually....

Well, I have it downloaded, so; if anyone wants the updated table from Recifense, send me a DM
EDIT:
I'm doing it this way so I can still at least attempt to respect Recifense's Patreon
Recifense doesn't seem to be bothered, so, I'll post his Total War - Warhammer 3 tables
I'll try to keep my post here updated with any subsequent updates

there's still good in life, thank you. Recifense table got minimum rite truly great when it stack duration which i want most

Unfortunately it will not work for me "Failure to allocate memory" I guess the game was updated? I've been trying to fix it but no luck as I don't have much experience here.

It still works. You just have to load the table and open it right after you launch the game while you are still in main menu. If you try to do it while playing it will give memory allocation error.
