CE plugin development

hi guys

is there anyone who can help me with writing a plugin?
i want to add a new command to auto assembler.
AFAIK, there's a simple define and then you have to define a callback and handle your new command in 4 phases.
so far i think i should implement my code in phase 3. am i right?
