Pathfinder: Kingmaker Save Editing Kingdom

Does anyone know if it is possible/how to edit the towns and regions of your kingdom in the game? Editing the kingdom stats in the player.json file is straightforward enough and there are great guides like the one in the community guides on steam. However, I can't seem to figure out if you can edit, say, the level of settlements--make a village into a town, for example--or if you can add region upgrades through save editing, or even add more than one upgrade to the same region. I was originally interested in this idea because I can't restore the Bronzeshield Fortress for the Dwarven Shield Road, as I allowed Tartuk to join the kingdom. I thought I would ask to see if anyone else had tried this.
