i can't seem to find the political capital using any value type? when the number changed and search for the new target i cant find it.

Same here, the normal ways I go looking have come up null

There are multiple processes for it, you have to pick the right one. Look in the list of processes when attaching rather than application list. The value isn't obfuscated in any way, it's just a 4 byte integer which is the same as what's displayed on the screen.
