Edit: nvm it seems to work about every other launch of the game so maybe its somehow just on my end
Seems since the update to .47 i cant get any character pointers to work, like unlimited health, ap, cooldowns, or "selected character" it was working fine on v.999

i noticed that the minimum resources doesn't seem to work at all for me, but i guess its not a big deal since min resources per tile does
edit: starting a new game it does work, maybe thats also tied to unity progression, huh

Exactly this, pause the game before editing ingame and revert the values to their original state before unpausing. The AI makes decisions once a day so if the day doesn't switch they can't act.
