Since I hate Godmodes with an inbuilt one-hit-kill I tried to create one myself. I found the code that writes the damage to the unit but I simply could not find a way to differentiate player units from enemy units. Maybe someone with more experience has more luck. I tried to find a way to cheat ActionPoint but didn't have any luck ingame. Instead I found a config file containing "AbilityPointCosts" and "StartingValueAbilityPoints". Anyway to remove the automatic change to soldier stats when you open it so it the soldier dosent become god-like with crit chance, detection etc? Double click <script> to open it. Looking at the steam page this seems to be a free to play online multiplayer game with no singleplayer/offline mode.
