Might I suggest an alternative approach? Try using 'Wrye Bash'. Even with an unmodded skyrim that tool allows you to tweak your game settings fairly easy. Build a bashed patch with it and tweak settings to your liking. Besides from changing your requested max summons I'd suggest cranking up the AI: ...

[...]Is it something new? It has happened before, and will happen again. So say we all. While I cannot say for sure that this behaviour is nothing new for Stellaris itself I encountered it often enough that checking the loard order is my usual procedure if a table doesn't activate like it should.

You need to be a bit more specific, because everything looked fine in the testgame I just created. It simply won't open when I click it. Maybe it got corrupt somehow? I'll redownload and see if it helps. Yep, it won't open. Steam had a little patch today but I didn't notice if Stellaris got one too...

Lots of other ways your game can be no longer eligible for achievements but not this one (so far).

So we'll need an update for the new hotfix, and while you're at it, could we get an increase in the minimum resources? :p You don't ''need'' anything. You can play (and cheat) in the game just fine only using console commands. If you want more I'd suggest reading the first two posts in this thread.

As far as I know only the CK2 table allows for achievements with a changed checksum. For Stellaris or EU4 you still need to stick to vanilla games if you want achievements.
