If I wanted to give myself three tactical perks during character creation and increase my perk points on level up/edit perk available points, how would I go about it? Any ideas?

I can use the tier 4 jewels, 100% jewels just fine, but the blood quality options don't work anymore, either for the prisoners or for myself.
