This happened to me, the way i got around it was to go so something that reloads the world, like part of hte main quest line, any braindance quests or having sex, do this then once you spawn back into the world make sure you have no cheats enabled like no detection etc and wait 30 seconds then try ...

Hi, I currently have a bugged quest that won't finish, it's a cyberpsycho quest, the mob doesn't spawn, would it be possible to have a quest clear cheat?
