How do you alter the item level and quality of the new item? (Rare, Epic, Legendary)

daim, does that other method have a way to change item quality as well? It does seem to be an easier add/replace item method.

Apex Mission funds can be used for multiplayer items. Thus, strike missions are considered multiplayer. Wait, they can? All I can see is that you can spend credits on MP stuff, not Mission Funds.
