Consolidated all Ship Design scripts into Ignore All Ship Design Errors

Old scripts shouldn't be needed anymore. Game should no longer care how screwed up or big your ship is.

You can even pretend you have weapon drones flying around your ship

When i change the maxweight nothing happens in game, encumberance too I just added pointer for the values, if they don't do what their description says or they don't get used at all then that's a question for the devs :D Though they are some kind of "Attributes", maybe some things only get used aft...
