You don't have to do anything, this is an issue from within the game.
It's the same thing with weapons and armor on other players seemingly never being upgraded.

They can be inspected, but the Misc values aren't shown on the inspection. You *can* go wild.

It is not new. I got it last year. It will be one of those:

chng bEngine.getGameAttribute("BundlesReceived").h.bun_c=1
chng bEngine.getGameAttribute("BundlesReceived").h.bun_i=1

It is bun_c. bun_i is the autoloot pack.
